An increasing number of young innovators and entrepreneurs in developing countries now develop ICT for agriculture solutions to strengthen agri-food systems in their respective countries, and to provide employment and livelihood opportunities for themselves and other young people.

However, young entrepreneurs still face several challenges such as insufficient capacity in e-agriculture entrepreneurship, non-existent or weak linkages with investors, weak knowledge of the agriculture sector, etc. The Technical Centre for Agricultural and Rural Cooperation ACP-EU (CTA) has been supporting a number of initiatives relating to these issues such as the AgriHack Talent program hackathon.ict4ag.org of the Agriculture, Rural Development and Youth in the Information Society (ARDYIS) Project which won the 2015 WSIS Forum Prize (e-agriculture category).

Within this framework, tomorrow (5 May, 2016), CTA will be hosting a session on "Accelerating ICT for Agriculture Entrepreneurship to Promote Youth Livelihoods and Sustainable Development", in collaboration with ITU, at the World Summit on the Information Society Forum (WSIS) in Geneva, Switzerland. The session willl involve young agtech entrepreneurs from various countries, international business and government experts. At the session, some young ICT entrepreneurs spotlighted in the CTA's recent Innovate for Agriculture publication (Innovate for Agriculture) will be discussing how this emerging form of entrepreneurship can be further developed and supported, as an avenue to develop youth employment opportunities, innovations in the agri-food sector, and ensure food security. Time is 15 - 16.30 (CET).

Agribusiness and entrepreneurship are two critical areas which have a strong potential to increase employment opportunities for youth and to boost economies in African, Caribbean and Pacific countries. Similarly, the use of information and communication technologies (ICTs) is modernising the agricultural sector and providing more opportunities for youth. In particular, young farmers who apply ICT tools and skills to their farming businesses generally have higher yields, incomes and social status.

How can these trends be sustained? What inclusive employment strategies can effectively be put in place? How can we bring more youth into agricultural entrepreneurship? These and other questions prioritising young people's needs will be debated at the upcoming Youth Agribusiness, Leadership, and Entrepreneurship Summit on Innovation (YALESI), set to take place in Dakar, Senegal, from 29 until 31 March 2016.
The goal of this biannual Summit organised by the Global Youth Innovation Network (GYIN), the International Fund for Agricultural Development (IFAD), the Senegalese government and the Arizona State University (ASU), is to build the capacity of youth to fight hunger, create jobs and develop sustainable communities.

As a sponsor and partner of the Summit, CTA will conduct a number of activities.

On the first day of the event, CTA will launch its new publication Innovate for Agriculture: Young ICT Entrepreneurs Overcoming Challenges and Transforming Agriculture. The book, produced in collaboration with Ashoka Youth Venture, features 30 ICT for agriculture services by 30 innovators from African, Caribbean and Pacific countries. These innovations cover key value chains segments:  production, access to market, access to finance and consumption. The 90-minute launch workshop will feature some of the young innovators whose stories appear in the publication.

Young people in ACP countries are seldom attracted into agriculture. In organising its first ‘hackathon’, CTA offered young graduate computer programming development enthusiasts an opportunity to flaunt their talents and discover potential openings in the agricultural sector.

Strengthening agricultural productivity and improving livelihoods of youths are two of CTA’s major targets and also the principles underpinning the ‘hackathon’ that was organised during the ICT4Ag international conference held in Kigali in November 2013. A hackathon is an event during which computer programmers (and development stakeholders when required) collaborate for a short period in developing an ICT application or platform to solve a specific issue. The aim of the Kigali event was to highlight the potential of new technologies applied to agriculture while supporting innovation and entrepreneurship, particularly among young people.

Software to facilitate access to credit and test soil fertility

The hackathon was implemented as a regional championship (with national selection events) for young computer specialists. From the outset, ICT innovation hubs have been sponsoring these young people and have since supported the winners of the competition. The winning entrepreneurs were from Ensibuuko (Uganda), AgriVAS (Ethiopia) and Agrinfo (Tanzania). The winners developed web and mobile software to enable innovative farm credit management, a platform for sending agricultural information by SMS in the national language, and a farmland mapping system. Another team developed a tool to test soil fertility with a pH sensor, with the results subsequently sent to agricultural extension agents by SMS. Inspired by this hackathon, Rwandan authorities have decided to organise a national event.

Promotion of young entrepreneurs and incubation opportunities

Hackathon follow-up activities have now begun. CTA subsidises ICT innovation hubs that have backed the regional winners. The young entrepreneurs are now being supported in launching their product, benefiting from advice or training, while also being put in touch with investors. These talented young people will also participate in international meetings to build up their professional networks and knowledge. Some will also participate in the CTA Fin4Ag international conference on agricultural value chain finance. A national workshop on the local hackathon experience will take place in Rwanda by June 2014, with the support of the Alliance for a Green Revolution in Africa. CTA plans to organise a regional planning meeting for the entire activity by July 2014.

The success of this initiative has attracted the interest of other ACP regions, whose representatives have been approaching CTA for advice and support. We will keep you posted…

Goodluck is a 35 year old progressive farmer. He starts his day early checking his smartphone for the latest news on the weather, the crops he grows and on any policy developments that may concern his business and the cooperative he is a member of.

As he is about to start work, he remembers that he wanted to see if he could find any information on a new pest he heard about yesterday on the radio. He will link up with his inputs provider, Kahilu, later today to discuss possible solutions and sends him a quick SMS to confirm their meeting. A firm believer in getting a second opinion, he reminds himself that he should also get in touch with the Farmers’ helpline.

After running a quick digital scan of his cows and sending the data to the national disease surveillance system, he checks the commodity prices at the nearby market before logging onto Facebook to see if there is anything new from the farmers’ federation which represents his interests in the region.

At the farmers’ federation, the officer in charge of communication and social media, Emily, has just posted a note on Facebook promoting the video she uploaded to YouTube yesterday afternoon. She is now busy checking the number of hits and the origin of the visitors to the video. There has already been quite a positive reaction which she notes smiling. Her priority is that the farmers’ federation’s message reaches policy makers in time to influence them. She knows that communicating efficiently is vital to achieve this. She is a member of dgroups.org, various e-discussion lists and knowledge management portals where she has posted the federation’s carefully crafted messages. To ensure maximum visibility for the video, she has diligently bookmarked it on Delicious and StumbleUpon, sent out several tweets (many of which have been retweeted) and made sure it would link to additional informative materials she found on the renouned agriila portal.

This is a picture of modern Africa. Information and Communication Technologies (ICTs), Social Media, Web 2.0 and mobile applications are changing the way we work, interact, think and organise our lives regardless of where we live and what business we are in. Africa’s telecommunication sector, for example, is growing at a faster rate than any other in the world. Mobile devices are transforming the communication landscape. The digital revolution is radically shifting how we create, manage, share and publish information, as well as how we relate, collaborate, communicate and share resources. These changes can be attributed to increased access to data networks and the internet, constant innovation, ease of use and decreasing costs making access available for the masses.

Social media are web- and mobile-based technologies that support interactive dialogue and rich multi-media communication. They have led to substantial and pervasive changes in communication between organisations, communities, and individuals. Individuals have become knowledge producers as well as consumers. Knowledge is sourced from crowds and not just the experts. Static data has been reborn with the advent of instant visualisations and infographics, portraying the issues more attractively and grabbing the viewer’s attention. Groups of agriculturalists are coming together, sharing common problems, interests and aspirations. They are collaborating online to generate thematic maps and online applications that can be used in monitoring events, the spread of agricultural pests or even to track commodity prices.

Opting out of this new digital world is not an option. iCow , M-Farm, Esoko and many other successful initiatives demonstrate that rural entrepreneurs cannot afford to miss out on the opportunities that the digital revolution offers. Equally, any government serious about food security and meeting the Millennium Development Goals must be able to stay up-to-date with the latest thinking and policies … if only to keep up with their farmers! Moreover, if we are to ensure sufficient food for the predicted 8.3 billion population of 2030, it is not just agricultural production that needs revolutionary new technology but entire agricultural value chains.

Join us for the international conference ICT for AgricultureICT4Ag’ in Kigali, Rwanda from 4-8 November 2013 as we look into the future of ICTs for agriculture. Have your say in how to establish dynamic and enabling environments where ICTs for agriculture can flourish. Be part of the debate as we discuss topics such as ICTs and value chains, advocacy and policy development, and assessing the impact of ICTs. Discover new innovations, learn about cutting-edge technologies and share exciting experiences as we bring together ICT experts from around the globe for this unmissable event.
